Military Education Benefits and IncludEd

A portion of Dallas College tuition ($20 per credit hour) covers the cost of textbooks and learning materials through IncludED. Certain military-connected tuition benefits (including Chapter 33, Hazlewood and Military TA) do not cover this portion. This portion of tuition is not required of all students and is therefore not covered by state or federal military/VA education benefits. Students are responsible to either opt out of the program or pay the amount associated with learning materials prior to the start of the next registration period. An outstanding balance, not covered by benefits, may affect the ability to register, obtain transcripts or complete other college processes.

Policies for Military Students
To ensure compliance with career goals and voluntary education requirements, service members are strongly encouraged to speak with their installation or command educational services office or virtual advising center. Dallas College understands the challenges active-duty service members face when trying to carve out the time they need for school. If you are feeling that strain, talk to the online learning advisors about programs you can take advantage of to continue your education.

The Higher Education Relief Opportunities For Students (HEROES) Act of 2003 aims to ensure that service members receiving student aid are not affected because of their military status. Among those who are eligible for the HEROES Act of 2003 are active-duty military and members of the National Guard serving during a war, along with their spouses and dependents.

You should also speak to your advisor about getting a course extension should you not be able to complete any work for a class because of a military obligation.

Dallas College also has a course withdrawal process specifically for active-duty students.

Readmission of Service Members
Schools are obligated to readmit any service members who cannot attend school because of military service with the same academic status they had when they were last in school or when they were accepted into the school.

If you leave school because of military service and plan on returning, you need to inform the school. To do so, follow the readmission policies in the Federal Student Aid Handbook.

Dallas College does not provide any commission, bonus or other incentive payment based in any part, directly or indirectly, upon success in securing enrollments or the award of financial aid to any person or entity who is engaged in any student recruitment or admission activity, or in making decisions regarding the awarding of Title IV, Higher Education Act (HEA) program funds.

Active Military: Air Force / Space Force

Air Force General Education Mobile (GEM) Program Tuition Assistance (TA)
If you qualify for Air Force Tuition Assistance (TA), you can apply for it online using the Air Force Virtual Education Center (AFVEC). Space Force Tuition Assistance is also provided at https://www.myairforcebenefits.us.af.mil/Benefit-Library/Federal-Benefits/Military-Tuition-Assistance-(MilTA)?serv=20.

The six steps required to complete Air Force TA Assistance Application are listed below and details of each step are outlined at: AFVEC online TA Process. Additional information concerning this program is provided at: CCAF Article Display

Six Step Application Process:

  1. Select a reason for your request.
  2. Select Dallas Colleges Online.
  3. Enter term dates.
  4. Enter the course information.
  5. Enter the registration fees.
  6. Verify TA information and submit request.

After your request is approved, you will receive notification from the AFVEC. The approved TA will have two signatures: 1) the approval official and 2) your digital signature. You must send a copy of the approved TA to Dallas Colleges at: MilitaryDist@DallasCollege.edu For TA assistance please contact MilitaryDist@DallasCollege.edu.

Active Military: Army

ArmyIgnitED - Tuition Assistance
All Tuition Assistance (TA) for active-duty and reserve soldiers must be requested through the link following link https://myarmybenefits.us.army.mil/Benefit-Library/Federal-Benefits/Tuition-Assistance-(TA). If TA is approved, an Army Education Counselors will notify the soldier via email that may include a TA Voucher. If the email includes a voucher, it must be printed and sent to: MilitaryDist@DallasCollege.edu

It is your responsibility to submit TA Voucher at least seven business days before your tuition is due. The tuition due date is on your registration summary. This allows sufficient time for a hold on your account to prevent you from being dropped for nonpayment.

If TA is not approved, an Army Education Counselor will notify the soldier, via email, explaining the reason(s) for the disapproval. Please contact the Army Education Counselor for further assistance.

Active Military: Coast Guard

Coast Guard Tuition Assistance
Coast Guard Tuition Assistance information at Tuition Assistance (uscg.mil) assists eligible personnel, including active-duty, reserve and civilian employees, in their professional development by providing funding for off-duty voluntary education courses to broaden their academic or Coast Guard technical background.

The Coast Guard Institute approves the TA Application (CG-4147), inputs data into the Navy's computer database and issues the TA Authorization form (CGI-1560).

The applicant then submits the TA Authorization form (CGI-1560) to the academic institution during registration. The institution then bills the Navy (NETPDTC) for payment of the government's share of tuition assistance.

Active Military: Marines

Marine Corps Tuition Assistance
Your command-approved Tuition Assistance application must be submitted to your supporting Navy College Office or Marine Corps Education Center for processing. Procedures to apply for Marine Corps Tuition Assistance are located at https://usmc-mccs.org/articles/how-do-i-apply-for-tuition-assistance/.

Once received by your Navy College Office/Marine Corps Education Center and authorized, your supporting Navy College Office/Marine Corps Education Center will prepare a TA Authorization Voucher for you to provide to Dallas Colleges Online. Active Military: National Guard

Texas National Guard Tuition Reimbursement Program
This program provides reimbursement of tuition and mandatory course-related fees to certain members of the Texas National Guard, Texas Air Guard or the State Guard. For more information, call the Texas National Guard Education Services Office at 512-782-5515.

Active Military: Navy
The Navy College Program for Afloat College Education (NCPACE) gives sailors an opportunity to continue their college education while at sea. Currently, Dallas College does not offer NCPACE courses.

If offered in the future, the courses will be listed in the Navy College Program Portal.

Applying for Benefits
Once you have completed the admissions and registration process, you are ready to apply to use your VA or Texas Hazlewood education benefits at Dallas College.

The first step in the request process is to determine your status for each of the benefits you are applying to use and then to gather all required documentation for either in person or electronic submission (preferred).

U.S. Veterans Affairs (VA) Education Benefits

First-Time VA Student
Anyone who has not applied for Veterans Affairs (VA) education benefits at Dallas College, even if awarded these same benefits from another institution, is considered a first time VA student.

First-Time Hazlewood Claimants
Anyone who has not used the Texas Hazlewood education benefits at Dallas College before, even if awarded the same benefits at another institution, is considered a first-time claimant.

  1. Gather the documents below and have them ready to upload electronically. For document upload, the following file formats are accepted: Microsoft Word (.doc and .docx), PDF (.pdf), text files (.rtf and .txt) and image files (.jpg, .png or .tif). Please combine documents into a single file if possible. Submissions cannot exceed six file documents.
    • Hazlewood Act Exemption Application - Download current application from the Texas Veterans Commission (TVC) Hazlewood website, complete and sign. Review documentation requirements and have them ready to submit.
    • Hazlewood Student Hours Report - Required each term to receive Hazlewood benefits.
      *For Legacy students BOTH the veteran's and the student's hours must be submitted.
    • DD 214 - Service 2 or Member 4 copy showing: Home of record, place of entry, dates of service and character of discharge.
    • Dallas College Registration Summary (eConnect - login required) - Submit for every semester you want to claim your education benefits.
    • Program of Study (POS) - In order to calculate required Satisfactory Academic Progress (SAP), veterans and Legacy students must select a program of study in eConnect under the Financial Aid heading. For Legacy students ALL classes must be required by the POS.
      *Students using the spouse/dependent benefits are not required to designate a POS.
    • Proof of Age - (Hazlewood Legacy only) Must be 25 years old or younger on the first day of the semester or term.
    • VA Certificate of Eligibility - Provide proof of eligibility or ineligibility for GI Bill® benefits by requesting a certificate of eligibility for federal education benefits from VA.gov (if veteran has active duty service after 9/11/2001).
      *Not required for Legacy recipients where the separation date is prior to August 1, 2009, and the separation is listed as "Discharge" or "Retirement". (To include those medically retired, temporary or permanent).
    • Relationship documentation - (Hazlewood Legacy or spouse/dependent Hazlewood applicants only) Must show direct relationship with veteran or dependent status on IRS transcript of tax return from current or previous year.
    • A Disability Rating Letter or Report of Casualty (DD Form 1300) - Hazlewood spouse/dependent Hazlewood applicants only.
  2. Submit a Benefits Request Form (login required - currently enrolled students only) and attach all required documents. Incomplete submissions cannot be processed.
  3. Contact the campus military-connected services office for assistance as needed.
  4. You will receive follow up information regarding your submissions and any additional requirements.
  5. Report all enrollment changes to MilitaryDist@DallasCollege.edu, include your name, student ID, a quick overview of the changes and a copy of your updated Registration Summary.
  6. For each following semester you must submit a new online benefits request. This is required for both VA and Hazlewood benefits and allows us to ensure all criteria are met and you are receiving the correct benefits and assistance. If you remain continuously enrolled, follow the instructions for Continuing Hazlewood Students. Continuing VA Student
If you used Veterans Affairs education benefits at Dallas College within the past three years, you are considered a continuing student.

Continuing VA Students
Anyone who has used Veterans Affairs (VA) education benefits at Dallas College within the past three years is considered a continuing student. (If it has been more than three years, you are considered a returning student and additional documentation may be required).

  1. As a continuing student you will need to submit a Benefits Request each semester and submit the documents below. Gather the documents below and have them ready to upload electronically.

Processing time
It is your responsibility to submit all required documents at least seven business days before your tuition is due so the college can place a deferment on your account and prevent you from being dropped for nonpayment. The tuition due date is found on your registration summary.
